The Voice is an unknown person who is essentially considered to be the ruling power over the Gelamen Nation. The Voice is the moderator of any discussion that happens within parliament but has the right to vote in any matter they wish or to abstain in voting on any subject. The true power behind the Voice though, is that when they do vote whatever option they cast in for is officially the winning choice, regardless of how many votes were cast in another side. Despite this power to choose whatever is decided for the Gelamen Nation, the Voice rarely if ever casts a vote, and when they do it always ends up being for the good of the entire nation as opposed to benefiting a single city-state. It’s because of this wisdom that no one disputes the Voices power.
The actually identity of who the Voice is unknown, whenever they appear in public they wear long white robes that cover the entire body, and is always seen wearing an ivory mask that hides any facial features. Despite being called the Voice they do not actually speak aloud to anyone. Whenever the Voice wishes to say something they write it down on a piece of paper and give it to one of the many monks who follow them everywhere they go. It is the monks then who read aloud what is decided upon by the Voice.
When the current Voice dies, a new one immediately takes their place. This new Voice is someone who has been raised by the monks and tutored by them as well as the currently ruling Voice. It is unknown how the child is selected to become the next heir, either way ones this child is selected they are never seen by the public again, forever bound to living in the top most floors of the Monolith. The only time they are allowed to leave those floors is when they become the new Voice.
